Robert P. Keenan, founded the law firm in 1949. He served in the U.S. Navy in World War II, and graduated from Fort Hays State University (B.S. 1945). Robert then graduated from the University of Kansas law school (L.L.B. 1949).

Robert served as a State Representative in the Kansas State Legislature from 1966-1972. He served as Chairman of the Board of Trustees of Barton County Community College from 1979-1993, and served as President of the Barton County Bar Association in 1963-1964.
